How it Works
What is a Personal Assistant (PA)?
A Personal Assistant (PA) is a caregiver who provides home care services to a consumer enrolled in the Consumer Directed Personal Assistance Program (CDPAP).
As a PA, you:
- Assist consumers with Activities of Daily Living (ADLs) such as bathing, dressing, eating, and mobility
- Work under the consumer’s direction-they decide your schedule and tasks
- Get paid through Medicaid via PPL (Public Partnerships LLC)
- Can be a family member or friend of the consumer

How it Works
How to Get Registered with Ideal CDPAP
Registration happens through PPL@Home — Ideal CDPAP guides you through every step. Here’s what the process looks like from start to first paycheck.
- Spouses – You cannot be a PA for your spouse
- Parents of consumers under 21 – Parents cannot be PAs for their own minor children
- Designated Representatives – If you are the consumer’s designated representative (DR), you cannot also be their PA
You CAN be a PA for: adult children, siblings, other family members (except those listed above), and friends.
The consumer will choose you to be their caregiver and initiate your registration through Ideal CDPAP.

Gather and submit all required documents (see checklist below). Original or certified copies only—no photocopies accepted.
Schedule and pass your physical exam with an approved healthcare provider. This ensures you can safely provide care.
Fill out your I-9 (work authorization), W-4 (tax withholding), and direct deposit forms for payment.
Nevvon training must be completed promptly after registration to remain compliant.
Download PPL’s Time4Care app to your smartphone for Electronic Visit Verification (EVV). You’ll use this to clock in and out for every shift.
Once everything is approved, you can start working! Clock in/out using the Time4Care app and follow the consumer’s care plan.

2026 Pay Rates
As of January 1, 2026, all CDPAP Personal Assistants received a $0.55/hour wage increase:
- NYC (Bronx, Kings, Queens, New York, Richmond): $20.65/hour
- Nassau, Suffolk, and Westchester Counties: $20.05/hour
- All Other NY Counties: $18.65/hour
When Do I Get Paid?
Payroll is processed weekly after the consumer approves your timesheets. Make sure to:
- Submit all time entries by Saturday 11:59 PM ET
- Ensure consumer approves by Sunday 12:00 PM (noon) ET
- Set up direct deposit for fastest payment
- Unexpired Government-Issued Photo ID Valid Driver’s License, NY State ID, Passport, Permanent Resident Card, or Work Authorization Card (MUST be original, no copies)
- Second Form of ID (if required) Social Security Card, Birth Certificate, or other acceptable ID
- Social Security Number Required for payroll and tax purposes
- Completed I-9 Form Employment eligibility verification (provided by PPL)
- Completed W-4 Form Tax withholding information (provided by PPL)
- Pre-Employment Physical Exam Results Completed by an approved healthcare provider, confirming you can perform care duties
- Direct Deposit Information Bank account and routing numbers for payment (voided check or bank letter)
- Valid Driver’s License & Auto Insurance (if driving consumer) Only required if you will be transporting the consumer in a vehicle
- Contact Information Current phone number, email address, and mailing address
- Primary Language Preference Indicate your preferred language for communication
All IDs must be unexpired – Expired documents will not be accepted/ Original documents only – Photocopies will be rejected. Complete all forms accurately – Errors delay processing and payment

Ongoing Compliance Requirements
Once you’re enrolled, staying compliant ensures uninterrupted care and proper payment for your PA. Here’s what you need to do:
All CDPAP PAs received a $0.55/hour wage increase. NYC minimum base rate is now $20.65/hour (up from $20.10/hour).
Open the Time4Care app and clock in at the START of every shift, or call the telephony line. This captures your location and start time electronically.
Clock out at the END of every shift using the app or telephony line. This records your end time and total hours worked.
Follow the consumer’s direction and complete tasks outlined in their care plan.
Review your hours in the Time4Care app or PPL portal and submit for consumer approval. Only submit ONE timesheet to avoid delays.
Your payment cannot be processed until the consumer approves your hours by 12:00 PM (noon) ET on Sunday.
Ensure at least 90% of your shifts are clocked in/out using the Time4Care app.
If your ID, driver’s license, or work authorization expires, submit updated documents immediately to avoid being marked as “Returned PA.”
Participate in refresher courses or new training requirements as announced by PPL or NY State.
If you change banks or accounts, submit new direct deposit information to avoid payment delays.
Check your EVV compliance percentage. If below 90%, we’ll reach out to help troubleshoot and improve compliance.
Notify Ideal CDPAP and PPL immediately if your phone, email, or address changes.

Yes — and that’s exactly what CDPAP is designed for. New York’s Consumer Directed Personal Assistance Program allows Medicaid-eligible individuals to hire family members, neighbors, or close friends as their paid personal assistant. If your family member qualifies for CDPAP through their Medicaid plan, you can be enrolled as their PA and receive regular paychecks for the care you’re already providing. Almost any family member can serve as a PA — adult child, sibling, parent of an adult consumer, or close friend — as long as you are not also serving as their designated representative.

To get paid by Medicaid for being a caregiver through CDPAP, both you and the person you’re caring for need to complete enrollment with PPL, New York’s statewide fiscal intermediary. Your family member selects Ideal CDPAP as their facilitator, completes the MOU, and identifies you as their personal assistant. You complete your PA registration forms, pass a background check, finish required PPL training, and set up the Time4Care app to track your hours electronically. Once fully enrolled, you clock in and out using the app, and PPL processes your payroll on a regular schedule. Ideal CDPAP supports you throughout — from your first form to your first paycheck.
The person receiving care (the consumer) initiates the CDPAP process — not the PA. The consumer needs an active New York Medicaid plan, a physician order for CDPAP services, and a personal assistant in mind. CDPAP covers personal care and daily living assistance — not skilled medical services. They cannot perform clinical procedures like administering IV medications, performing wound care, or other tasks that require a licensed healthcare professional. If the consumer requires both personal assistance and skilled nursing services, those are covered under separate programs and can run concurrently.
After completing your registration forms and background check, you’ll complete required PPL training — available online or in person at our offices. You’ll also be set up on the Time4Care app, which you’ll use to clock in and out every shift. The process is designed to be completed digitally, with no piles of paper to mail in. Ideal CDPAP’s team is available throughout to answer questions, troubleshoot issues, and make sure nothing delays your first paycheck. Most PAs are fully onboarded and ready to start within a few weeks of initiating enrollment.
